The following rules are not intended to describe in detail a model system of penal institutions. They seek only, on the basis of the general consensus of contemporary thought and the essential elements of the most adequate systems of today, to set out what is generally accepted as being good principles and practice in the treatment of prisoners and prison management.

This Handbook is one of a series of tools developed by UNODC to support countries in the implementation of the rule of law and the development of criminal justice reform. It is designed to be used by all actors involved in the prison system, including policymakers, legislators, prison managers, prison intelligence officers and prison staff. Prison and Probation Interventions

This complex situation is reflected in prison and probation environments: practitioners have a responsibility to keep prisons – and the public domain – safe from terrorist activity, and must also deal with individuals at risk of radicalisation. Based on practitioners’ experiences collated in the P&P Practitioners' Working Paper ( 2 ), RAN P&P has developed an approach to prison and probation interventions.

Prison Radicalisation in County Jails: Disrupting Terrorist Acts Through Information Sharing

This thesis examines the programs in the federal Bureau of Prisons, the California Department of Corrections and Rehabilitation, and the Los Angeles County jail system. Data from these entities was collected and examined for “smart practices” that could be employed in county jails. Recommendations are made that will assist county jail personnel with developing a program to ensure the timely, accurate, and lawful reporting of radicalization efforts that may take place in their facilities.
